Don't forget State and local forensic science (crime labs) in the mix. More often then not they are not included in planning efforts. Forensic intelligence gathering is an important aspect before an incident and forensics may need to be brought in after. Recall how DNA testing was needed to identify 9-11 victims. We need to consider surge capacity. The fed might well be stretched to thin and need to rely on local assets. However if they are not invited to the table for planning purposes, valuable time will be lost when they are actually needed.

I would add that coordination efforts with the practitioner community should not focus only on the vertical relationship between local and federal stakeholders, but efforts should aim to empower the practitioners to strengthen their horizontal/regional partnerships.
