		<description>I served as a Port Securityman in the U.S. Coast Guard Reserve. Quite often certain areas are ignored until something happened. A prime example was the operations of tow boats in the inland waterways. They were basically unexpected until the incident, where a towboat took a wrong turn and took out a railroad bridge.

Then the powers to be decided they needed to be inspected by the U.S. Coast Guard. So they created some necessary regulations to cover the situation. In this situation certain people in Congress are more concerned with security of the major ports versus the stuff that travels up and down the inland waterways.</description>
